Direct Metro-North Railroad Operations Planning and Analysis Department in support of short- and long-term strategic plans and initiatives.
Direct Operations Planning and Analysis in developing service plans, strategic initiatives and operational management and support:
Oversee and direct all work of the Service Planning group regarding the development and evaluation of schedule changes – including future demand for service, identifying market opportunities, special event planning - and coordinate these service needs with operating departments to implement changes.
Oversee the planning and development of new rail service initiatives (e.g. Yankee Station; service to Meadowlands, etc).
Oversee development and implementation of MNR public and employee timetables.
Develop and launch new connecting services.
Oversee the management of ongoing connecting services operations.
Support long-range planning initiatives with analysis of service expansion needs and requirements.
Oversee Operations Planning’s role Participate in the Emergency Management Task Force and ensure 24/7 coverage.
Direct Operations Planning and Analysis in fare, ridership, industrial engineering and market research planning and analysis:
Oversee MNR’s counting program and analysis of ridership data.
Oversee the execution of the market research program and actionable results.
Oversee the area of industrial engineering ensuring the appropriate development of facility management.
Direct the supporting efforts of Operations Planning and Analysis Department:
Assume a leadership role in the region-wide forums/committees to acquire funding for key MNR service initiatives (e.g. – connecting service projects, CMAQ funding, etc.).
Make presentations as needed to these groups as well as to the PCAC, Conn. CRC, MNR Committee and other groups.
Oversee all Operations Planning and Analysis reports and presentations material for senior management, MNR Committee and MTA Board.
Demonstrated leadership and management skills with the ability to train, motivate and foster teamwork.
Detail-oriented with strong organizational, analytical, problem solving and planning skills.
Knowledge of rail transit/intermodal operations.
Strong customer service perspective with the ability to understand and evaluate impacts of potential service changes and initiatives on our customers and MNR operations
Excellent interpersonal skills with the ability to speak effectively with internal/external departments, MTA-agencies, the public and all types and levels of public agencies.
Strong verbal and written communication and presentation skills.
Ability to operate effectively in high pressure situations with flexibility to adapt to change.
Ability to exercise a high level of independent judgment and decision-making.
Working knowledge of Microsoft Office Suite and/or comparable applications, (i.e. Word, Excel, PowerPoint).
Familiarity with Metro-North Railroad Operations and MNR intermodal services.
Knowledge of potential funding sources and appropriate networking ability to finance MNR connecting service initiatives.
Bachelor’s Degree in Economics, Transportation Planning, Planning, Engineering, Business and/or related field.
Minimum of ten (10) years of experience in a progressively more complex management position which includes experience in one or more of the following: Planning and Development, Service Planning, Customer Service, Project Management, or Market Research, in a Transportation environment
Minimum of seven (7) years of experience managing a staff.
Master’s Degree in Economics, Transportation Planning, Planning, Engineering, Business and/or related field.
This is a safety sensitive position and subject to toxicology testing. As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $95,534.00 or if you hold a position designated as a policy maker. Effective September 2017, all full-time non-agreement personnel other than those directly involved with the movement of trains or delivery of service, or assigned to other emergency response teams, are required to serve in the Station Terminal Auxiliary Response (STAR) program requiring Terminal coverage for Grand Central Terminal (GCT) from 4:30 PM-7:30 PM one week per year or responding to Station STAR duty during a service disruption, system-wide at various hours including nights and weekends. This program is designed to improve Metro-North’s ability to provide customer service during emergencies that impact service delivery or other service disruptions that require staff to provide directions and information to MNR customers at GCT or outlying stations. Please note, hours worked during your participation week are subject to change.

Metro-North may also require the applicant to undergo a physical ability test, and, if the Company extends a conditional offer, may require him or her to undergo a medical examination, which may include toxicological testing. Additional Criteria for Current Employees: Current Metro-North employees must be in active service to be eligible for consideration. Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.). If you are transferring to another craft, you may be required to forfeit your seniority in your present union. Non-agreement employees must have worked in your current position for a minimum of one (1) year preceding the Application Deadline. Along with a background investigation (including but not limited to, employment, education, and criminal history), employees are also subject to an internal investigation, which includes an evaluation not limited to discipline records and performance assessments.
